邢肇周、邢肇文兄弟系武经之后，建炎年间（公元1127—1130年），从开封起程，经浙江杭州，潮州市，落籍海南文昌，肇周迁住东阁镇观霄村，肇文迁住文教镇水吼村。官职：纲使(粮官)，称十三公。
