鲜民主主义人民共和国最高人民会议常任委员会，于1950年发布关于制订李舜臣勋章的命令。该命令规定以第一级第二级李舜臣勋章，授予在为祖国的统一、自由、独立的战争中，组织与领导海上作战，予优势的敌人以严重打击而建立卓越功勋的朝鲜民主主义人民共和国海军军官。
